Picture the figure of money paid to whomever came up with this rollout, let alone the cost of just rolling it out before there was a vote on the thing. There was just a newspaper poll to go by.

The newspaper proclaimed that this boondoggle was popular enough to pass a vote on it. It didn't pass.

A vast plan with half-vast connection with what residents thought of it.

Not a single piece of info on how this vast scheme was going to be financed. And then...

...come to find out, the financing scheme was half-vast too.
